About us:

Lebanon County is facing a housing crisis marked by rising costs, constrained supply, and increasing demand across all income levels. Our 2023 Housing Needs Assessment underscored the urgency of this issue, highlighting accelerated household growth, a rapidly aging population, and widespread housing insecurity.

These challenges are exacerbated by substandard housing conditions, limited availability, and rising home prices—factors that disproportionately impact lower-income households and families living in poverty. With over 14,500 cost-burdened households, a vacancy rate well below the threshold for a balanced market, and significant barriers to homeownership, it is clear that immediate, coordinated action is required.

Thus, the Lebanon County Housing Collaborative was born – a neutral space where people from all sectors can come together to learn, share ideas, and help to address this ever growing need within our community.

Mission Statement:

Be a centralized hub for advocacy, education, and policy development—mirroring successful models like York County’s Stable Housing Collaborative or @Home Adams County.

Key tasks of our collaborative include:

  • Unified Advocacy: Aligning local governments, nonprofits, developers, and residents to champion shared housing priorities.
  • Resource Coordination: Leveraging funding, expertise, and technical assistance to maximize impact.
  • Data Sharing: Enhancing understanding of housing gaps and developing strategic interventions.
  • Community Engagement: Ensuring grassroots involvement and public support for housing initiatives.
  • Trust Building: Fostering cross-sector collaboration to drive meaningful, long-term change.

Quarterly Housing Update:

  • Update for March 2026 – Governor Shapiro released the Pennsylvania Housing Action Plan earlier this year. This document lays out many different avenues that various counties/organizations/ individuals can take to address the housing shortage that the Commonwealth is facing.
